Many thanks for your letter of
February 14th about the New Territories lease. I
return to the subject at once as I believe that
little or no significance should be attributed to
the fact that the Chinese have not suggested an
extension of the lease. They would, I am sure,
be extremely averse from any further territorial
concession, whether in terms of space or time.
Rather, as you probably know, their ambition and
intention is to recover Hong Kong for China some
day. This was admitted to me in so many words
recently by the Reverend Shepherd, one of the
Generalissimo's personal advisers. If, therefore,
we are going to wait for China to make the first
move we shall probably wait in vain.
On the other hand, I am not
certain that some such hint was not dropped by the
